Working without recognition: the reality of undeclared domestic and home care in the EU
The persistent lack of attractiveness doubled by social and societal recognition in the domestic and home care sector, driven by poor working conditions, low wages, and widespread undeclared work, poses a major challenge. These structural issues contribute to labour shortages, limit women access to the labour market because it makes it difficult to meet the growing demand for PHS services. Addressing these challenges is essential not only to improve working conditions and professionalization but also to ensure the long-term sustainability of the sector and tackle the demographic shift.
