The absence of an official, systematic survey of the need for additional manpower from abroad in the domestic work sector is
noteworthy. Such a survey would complement the annual Excelsior survey of companies and serve as a potential reference for determining
entry quotas aligned with the sector’s actual needs. This absence is particularly striking given the long-standing prevalence
of foreign workers, including many non-Eu, in Italian households.
